Federalism, Policy Diffusion, and Gender Equality: Explaining Variation in State Domestic Violence Firearm Laws 1990–2017

Abstract This work explores the ways that federalism exacerbates gender inequality among women by explaining adoption of domestic violence laws across different states in context policy diffusion. Using an original dataset firearm law (DVFL) enactments all 50 United States from 1990 to 2017, we analyze circumstances under which will adopt these laws. a set political and demographic indicators as independent variables, find evidence state federal factors influence adoption. In particular, number gun-related homicides, partisan control legislature, citizen ideology, policy, election years each likelihood DVFL enactments. We support for effects vertical diffusion on initial enactment this domain, but not reauthorizations, raises important questions about continuous government policies.
